Filter pane not works well

Hello,

I am facing with a problem that filter has inactive values in options. Here is filter pane:

It shows just one value instead three as expected.

seems two last options are inactive shows 0 instead 1.

Check other visuals on the same page. If there is some filter applied to other visuals or if a slicer visual has selected some options, remove those filters/selections and check the behavior of this visual's filter pane again. Also, under View tab, activate Selection and Sync slicers panes, check if there is any hidden slicer. If so, unhide them and remove selected options on them. 

If some filters have been applied to other visuals and these visuals will affect the visual you hope to filter, they will affect the options on this visual.

Could you please take a snapshot of the whole report and share it here? to show All visuals, tables, filters and data

I can't because data is confidential, sensitive.  I can share just table and visual.

So seems that some option in filter are not enabled, see 0 instead of 1.
