Dynamic Target based on Slicer Selections

Hello Experts, 

I am after some guidance if possible. 

I am trying to link a sort of KPI measure against current expenditure versus the monthly budget. 

Some considerations here:

- x3 groups that have a different budget
- Every Month is different value return 

- The values in the budget are grouped together for ease of reporting 

So here is were i am at some far  

I have my slicers that are connected to my Gauges. 

I am trying to link the Dynamic target for these gauges to the budget ammount allocated by the GL codes (measure i had in mind) so the GL codes are grouped together and i want the dynamic taregt to reference the below 

Group Selection - From Slicer
Month Select from slicer - Budget month 
GL Codes (Ref number's) - filtered in the gauge specifc ref number's 

Sum total of the ammount of all those codes from the Budget's
