I have a 100% Stacked bar chart with small multiples of 1 row and 4 columns. When I try to use a custom label for the data label, they do not appear with small multiples on, but do appear without small multples.

It seems like some bug, you can report it as an issue here:
https://community.fabric.microsoft.com/t5/Issues/idb-p/Issues
As an alternative just use measures like those me.
It comes with a "legend" automatically.

Thanks for your detailed reply and examples. I replicated what you produced in the sample file and found that the data labels only occur when a legend is present. Even with resizing and adjusting every combination of settings, the labels refuse to appear when there is both small multiples and a legend. Any thoughts on what could be causing this?

The option of customized lable is available on small multiples.
In your specific case, you don't see them because of a lack of place (there are not enough pixels)
You need to make the graph larger and/or the font of the lable smaller.
