How the DAX is written depends entirely upon your data model. If your data tables with your target and your actuals are linked to a common data dimension you should be able to simply add the following measure to your forcast table:
DistanceToGoal = [Target] - [MTD Avg]
If target and MTD Avg are not explicit measures, create measures on their corrisponding data tables or make a measures table.

Target = Sum(Target)
MTD Avg = Avg(MTD)
Then create the DistanceToGoal measure.
