Combo chart with target line

I am looking to create a combo plot that shows the average for three different groups as a bar chart and then the comparision value as a line chart.  When I did a quick measure to filter the line to just show the one value (by year) it is not including my last year of data.

Here is my current filter.

Retention Rates (cohort) for XXXX =

CALCULATE(

    SUM('SS 1'[Retention Rates (cohort)]),

    'SS 1'[Group] IN { "XXXX" })
