Assigning Shift Number according to time of the day

Hi. Power BI Experts. Hope you all are doing well! I am currently facing an issue. I want to assign shift number according to time of the day. For example, the shifts are the following: 

The SHIFT is the period of time during the day that the employees works

In Theory there should be like this.

Shift 1 : works from 11pm to 7am

Shif2 : works from 7 am to 3pm

Shif 3 : works from 3pm to 11 pm

Now, if I have the following time which is just a portion of my huge database, how can i assign shift number as per the time of the day? I tried vlookup but not working. Any prompt solution will be highly appreciated. Thanks.
