Actual vs Planned - S-curve visual - 1 curve is decreasing [Power BI desktop)

Dear Forum [Power BI Desktop],

I'm facing an issue with trying to create an S-curve (cumulative) of Planned vs Actual.
Currently these is the curves "Look" (Line and Clustered column chart),

The Yellow curve is for the "planned" activities and the Red curve is for the "Actual" activities.
I'm using XSL as the Database, see below the columns,
SubmissDate    S#    Planned Date  P#    Submission no.

I've been trying to play with the Running Total measures - didn't work.

 

The visual build is,

Once I'm putting the 'Planned date' as X-axis, the 'PlannedS#' working but the 'ActualS#' curve is decreasing after couple of months, and vise versa [means if I put the 'Actual date' as X-axis].

 

I read many past posts regarding this topic,
- I tried to create another 'KeyDate' column in diffrenet table with USERRELATIONSHIP to this table - same results.

- Checked the Data.

- Played with diffrenet types of Running totals.

 

Not sure what I'm doing wrong. 

Please support.

@Dror , Join both Dates with date of date table. One join will be inactive, for that, you can use userelationship in measure. You have use Date from Date table in axis and slicers

 

related example

 

CALCULATE(COUNT(Employee[Employee Id ]),USERELATIONSHIP(Employee[End Date],'Date'[Date]),not(ISBLANK(Employee[End Date])))

 

here end date has inactive join

I did exactly as you suggested, see below the screenshots (Created a 'Date' table + relationships and did the measure),

Created a measure:

SubCurve = CALCULATE(COUNT(Submittals[Submission no.]),USERELATIONSHIP(Submittals[Submission Date],'DATE'[Date]),not(ISBLANK(Submittals[Submission Date])))
