The visual tabs are the associated testing visuals pages related to various changes to the dataset. We work left to right in chronological order and when a test page is no longer relevant or needed then the owner of the test page removes their page. Simple :}
I thought of adding a third choice to the poll but 'Incompetent' just does not make sense to me here. Further evidence is the Page 1 tab, the person in question does know how to create a new tab because they created one! Page 1 tab is blank.
