Here is my test data:
Create two dax

CALCULATE(
MAX('Table'[Date of vaccination]),
ALLEXCEPT(

)

Percentage =
VAR _number =
CALCULATE(
MAX('Table'[Number of vaccinated]),
FILTER(
'Table',
SELECTEDVALUE('Table'[Date of vaccination]) = [LastDate]
)
)
VAR SumByCountry =
CALCULATE(
SUM('Table'[Number of vaccinated]),
ALLEXCEPT(
