How to create a visualization actual (bar) vs target (line) like this picture? if any video tutorial it's really helpful. thanks

With a"Stacked column chart"
Go to the "Analytic Pane" and then you will be able to set a constant line
And get the line you want
here detail picture, line-black is target, bar (column) is actual.

i can create like this but line for target can't long like picture above.
you can use mixed visual stacked bar graph and linechart
set markers as lines
and reduce the line thickness to zero
the result is something like this
