Building machine learning models in Power BI has been deprecated. Microsoft encourages customers to migrate their solutions to the Microsoft Fabric platform, but Fabric is not yet available in government clouds (GCC and GCCH). Microsoft deprecated it for everyone, not just commercial tenants.
What options exist within the PBI platform itself or did Microsoft leave us stranded?

I tried to create it in power BI and it matches what you described, now Build a machine learning model is no longer supported in power bi.
I'm sorry to hear about your experience, we have not heard the message about adding government clouds (GCC and GCCH) to Fabric yet.
