Hi Team,
I have created a report over Power BI service. I want to create a subscription for that report for different team members. For that I need premium license for that. Do we need to get license for those team members?

You only need a Premium license if you are subscribing external users to a report. If they are internal users, then everyone just needs a Pro license. Email subscriptions for reports and dashboards in the Power BI service - Power BI | Microsoft Learn
To create a subscription that includes others, in addition to the requirements necessary to create your own subscriptions, you also need:
A Pro or PPU license with Contributor, Member, or Admin role in that workspace. You know that you have the Contributor, Member, or Admin role in a workspace if you're able to edit reports or dashboards in that workspace. Read more about roles in workspaces.
To be part of the organization. B2B guest users can't subscribe others only themselves. For more information, read B2B guest users can set up and be subscribed to email subscriptions.
If the report or dashboard isn't hosted in a Premium capacity, as indicated by the diamond icon, you can still subscribe others. However, they must also have a Power BI Pro or Premium Per User (PPU) license.

Regarding your new question, here are my answers:
1. If the users are from same organization then they need pro license right?
If the report is in Premium Capacity, users can use a free license to view.
If the report is not in Premium Capacity, users need a pro license or a ppu license.
2. Does pro license requires any cost per license?
Pro licenses will incur costs.

3. If the end users are from different organization then they don't require for pro license?
Same requirements as the first question.
