Visual can be filteed by a measure - can a page?

Really weird.
If I have a table visual then I can set filters on that table visual even if they are a measure

If I have a page and try to drag a measure into the filter pane it wont let me. But I can filter by the column under the measure.

Is it true that you cant filter a page by a measure.

That's correct, measures can only be applied as filters at the visual level, not report or page level. Don't know why.
