RLS Implementation in an Organization

Hello All,

I'm trying to implement RLS & here is the scenario,

The organization has multiple programs where different level of employees are working & managing it.

5	Program 5	Norman	Divyansh	Karan	Kamal
6	Program 6	Krishna	Vinit	Karan	Kamal
7	Program 7	Kris	Sri	Gaurav	Kamal
8	Program 8	Varun	Sri	Gaurav	Kamal
9	Program 9	Chuck	Sri	Gaurav	Kamal
10	Program 10	Carmen	Sri	Gaurav	Kamal
11	Program 11	Shubham	Alex	Gaurav	Kamal
12	Program 12	Anjali	Alex	Gaurav	Kamal
13	Program 13	John	Alex	Gaurav	Kamal
14	Program 14	Rohan	Alex	Gaurav	Kamal

Here, Kamal is level 1 employee, Karan & Gaurav are level 2 employees and so on..

RLS logic,

1. Kamal can see all of the data of the organization.

2. Karan & Gaurav can see only those programs data which comes under them.

Example: Gaurav can see Alex and Sri's data as well as Kris, Varun, Chuck, Carmen, Shubham, Anjali, John & Rohan's data.

3. Similarly for Level 3 & Level 4 employees.

So, this is the scenario. I hope, I've explained it properly.

Please suggest me how I can implement this.
