Unfortunately, this is by design. Power BI is now unable to achieve what you need . You can submit an idea for it at https://ideas.powerbi.com/forums and wait for users with the same needs as you to vote for you to help make it happen as soon as possible.

I am afraid that's not an option to hide.

The three options show when the end user hovers on to the filter. This is to support the idea of self service model in Power BI where the end users have the provision to enhance their analysis, and hence the three dots, focus mode(for better visibility) and filter(to show the filters applied)
