Display top category by rank in another column

Hi all.  Let say I have two tables as in the following. 

I want to display the user id for top 3 general name by margin in table format.

Created a ranking measure and applied filters for 3 on this visual. It display correctly by general name, but when I pulled the user id it throw it off.

Also, wanted to show a card for the referral and capture; can't pulled the ranking measure to display top 2. Not sure what I'm doing wrong. Please help. Thank you all.
