Para filtrar null y 0

Hola todos tengo 3 columnas USER_DN,Manager Expectation,Final Rating y tengo una medida % brecha.
Ahora tengo que diferenciar el DN de usuario basado en el porcentaje de brecha si % de brecha> ,0 entonces "Met", "Not Met"
Pero tendría que excluir Null y 0 en Manager Expectation & Final Rating.
Lo intenté

Met_Not Met - CALCULATE(IF([[% gap]>-0,"Met","Not Met"),ALLEXCEPT('USER_RATING','USER_RATING'[USER_DN]))
Necesito un conteo de User_DN para Met y Not Met.

Met or not met = 
SWITCH ( TRUE(),
 [% Measure] == BLANK() || [% Measure] = 0, BLANK(),
 [% Measure] > 0, "Met",
 "Not Met"
)

Gracias @parry2k Pero quiero mostrar Met-Distinctcount & Not Met-Distinctcountof UserDN excluyendo los valores null y ceros en la expectativa del administrador y la calificación final. El cálculo se realiza debido a valores NULL y 0. La calcuación que utilizo para % de brecha es

(AVERAGE('USER_RATING'[Final_User_Rating])/AVERAGE('USER_RATING'[MANAGER_EXPECTATIONS]))-1.
Puedo excluir valores NULL y 0 en el nivel de consulta, pero se realizarán otros cálculos. Hemos detectado un problema desconocido.
