Podría referirse a esta medida:

Measure = 
CALCULATE(COUNT('Table'[CandidateMeritID]),FILTER('Table','Table'[Detail1DropDownValue]="No"))
Measure =
COUNTROWS(FILTER('Table','Table'[Detail1DropDownValue]="No"))

O cree una columna calculada:

Column =
IF('Table'[Detail1DropDownValue]="No",1,0)
