Clasificar la cuenta cuando sean posibles varias clasificaciones

Tengo una lista de cuentas para varios servicios que se están implementando. Cada servicio puede tener una implementación en una etapa diferente, sin embargo, quiero clasificar la cuenta en función de la etapa más favorable. Tomé las etapas "lanzadas", "en el objetivo", y "retrasadas" y las traduje a 1, 2 y 3. Esencialmente si una cuenta tuviera un 1 y un 2, me gustaría que la cuenta estuviera representada por 1. ¿Qué función puedo crear para lograrlo?
