My company uses Power BI Premium. I have a bunch of workspaces each with an app containing a report. I have one main published report that contains all data in one data set and every other app's report uses it as a data source. I usually publish out each app to enough people that I don't really get requests for access, but now they've been published for a while, staff turnover has meant I've started getting requests. When I get an email saying "x has requested access to Power BI Report 'Main Report'", what am I granting them? Am I letting them access the underlying data set needed to see whatever app they're trying to see? Or am I giving them full access to the main data set? I have some confidential stuff in the main report that I deliberately keep out of the other apps.

It’s my pleasure to answer for you.
When you publish or update an app, you can set permissions on the page.
If you are not sure what permissions the user has on the dataset, you can manage it under datesets >more options(...)>manage permissions.
If the user only has the read permission, they can see the report content, but can't see the information of the underlying dataset. If the user has the Build permission, they can build new content on your dataset.
If you have confidential information, It is recommended to set the read permission for users who do not have access to it.

By the way, If the user is the member in the workspace, he will automatically get all permissions for the dataset.
