Hi @SonjaBriers1966 ,

To my knowledge, 

1. You must have edit permissions to create subscription for someone else in your organization

2. If you have at least a Contributor role in the workspace where the paginated report is, then you can create subscriptions for others in your organization.

3. To subscribe external users ,they must first onboard using B2B (Business to business).

Hello,

We took a Microsoft support ticket because I'm an administrator and a month ago this features worked and now a few weeks ago it didn't work anymore.

But the Microsoft people did some changes and now we subscribe it in the workspace and not in the APP anymore

Yes you can subscribe paginated reports in a PPU/PPC workspace to any Pro/Premium user. What issue are you facing ? Request to kindly elaborate with screenshots if any!
