If I build a report using data from an on premise SQL server then as I understand it, I will need to pay for a power BI PRO account to refresh this data displayed in Power bi app. If other staff in my organisation want to view this data, they will also require a paid power bi PRO account.
However, if I create a report and then get an embed code to display the report in a sharepoint site. How does this refresh work? If my account is a power bi PRO account, will that allow me to refresh this dataset and everyone else who is viewing through sharepoint can see the updated report with no need of a power bi pro account?

let me add one more point as it seems your concern may be on getting / avoiding Pro accounts for viewers: from Desktop there is a Publish To Web feature. If you are comfortable with a generic URL without security - then your viewers do not need any BI account/service.
This is not automated for refresh however (at least it wasn't last time I checked - and if I'm out of date would welcome a correction). Your pro account you use to auto refresh your dataset from SQL Server into your Desktop version can be automated but the Publish or in this case re-Publish to Web is not automated I don't think.
@CahabaData Probably just a typo, but "Publish to Web" is a Service only feature, it doesn't exist in the Desktop.
Publish to Web will update the reports about every hour.
And to note: @jsteele58 be sure you understand "Publish to Web" as it literally opens up your data to anyone, and isn't recommended unless you are using public data sets. More info with giant warning on top of page here
@jsteele58 Refresh works the same as with any other report. And the same "Pro" license restrictions are there. They stay in place because you still need to share the report with the end user in Power BI or a Group Workspace. This embedding doesn't shortcut any rules, it just extends upon them. Check here for full details, but here is the relevant paragraph from the blog:
"Viewers of the page will see the report when they visit the page. However, note that a user must have access to both the SharePoint Online site as well as the Power BI Report to view the report. To put it another way, the user must have access to the report if they were to navigate to it in the Power BI UI – embedding the report in SharePoint Online does not automatically grant access to the report to all users. To ensure your users have access, either place the reports you’re embedding in SharePoint Online into a group or share them with all the right people through a dashboard."
