Based on your issue description and screenshots provided, it seems your credential provided for the Power BI service is invalid or not enough to perform the dataset refresh. which leads to the dataset refresh failure and scheduled refresh disabled. You need to first use the "Edit credential" to make sure all the credentials are correctly entered and configured for all the datasources (make the "!" disappear) to perform the dataset manual refresh test again.
