I am a Power BI Pro Admin and when I go to the Premium Per User node of the portal I see "Premium Per User capacity not available".
I thought PPU was generally available now. All posts relating to this message are from last year.
How do I get a trial for PPU or upgrade a Pro account?

You can get a trial version of Premium Per User (PPU) through Microsoft 365, as long as your organization has not restricted PPU licenses. Trials are enabled through the portal, similar to how Power BI Pro licenses are initiated.

What you need to do is go to either an existing V2 App workspace or create a new app workspace.
The under the settings as shown below you can see what capacity you want it to run in, when you do this if you enable premium per user it will ask you if you want to start the trail.
