publish to web disappears after adding a measure to a report using a pbi dataset

I am using pbi pro, and am testing the power bi data set feature. If I create a new report and use the PBI dataset I can publish to web from the service. 

 

As soon as I add any measures in the report (not the dataset)  the "publish to web" option disappears from any report that has a measure not in the original PBI dataset. 

 

Is this behavoir as intended?  If I can't layer modeling on top of a dataset, its hard to take full advantage of this feature. 

As soon as I remove my measure, the publish to web option appears.

Hi. Yes it is intended. It is defined in the limitations at the documentation. You can find it as:

  • Reports containing report-level DAX measures.
