The Power BI Premium P1 capacity is intended to be an enterprise solution from Microsoft but at the moment we only employ it for one tenant. My question is whether other tenants across our global org that have O365 could also access our premium capacity and if so how would we do this?

If you mean access the settings of premium tenant, the user should be assigned as an admin of the premium license. If you mean to create contents(reports, dashboard) in premium capacity, the users should purchase pro licence. If you mean to access(view) content in premium capacity, users who have been assigned the premium license can access the premium capacity.
