can we access the power bi dashboard multiple user in one license?

In this scenario, if each user want to access power bi dashboard with their own account, you have to assign each user (under same organization) a license in O365 admin center. See: Administering Power BI in your organization

The Pro license is charging per month per user. And the supported features are on user level as well. See: Use Power BI for free or buy Power BI Pro
