personal gateway installation-wizard doesn't launch and says it's offline

I have no idea what to do. I'm trying to set up a gateway to refresh my sharepoint data because I didn't realize building the report imn power bi on the web is not accessible in desktop anymore. my report is refreshing just fine in desktop but if I save that to web, it overrides my report. I wish that would have been clearly stated because I wouldn't have built it on the web app.
Now, the last hour, I've installed and uninstalled the gateway multiple times. The wizard does not launch but says "it's good to go' then I go to manage gateways and it says it's offline and there is no documentation for troubleshooting this error message.

Generally these are proxy or firewall issues if you can confirm that the personal gateway is actually running.
