permission when publish embed report

Hello, I have a Pro license in power bi, I created a report and i want to publish it to the power bi service, I shared the report link with one of my organization’s with "embed" feature, I gave it member permission to the workspace,
now, when he go to the link and sing in, then he requests upgrade to a Pro license,
Can he enter without the pro license ?

Did you use this sharing method?

If you take this sharing method, the user needs to be correctly licensed – either they need a Power BI Pro license, or the report must be in a workspace that is in a Power BI Premium capacity.

So, since you have Pro License, you can use all sharing methods.
But since your work partner only has free Power BI, you can only choose to use “Publish to web” to share with him.

Publish to web from Power BI

Power BI Premium can share with free users.

Or use other sharing methods.

Meaning:
Pro license can share reports, and dashboards with other users who also have a Power BI Pro license and can't with free,

and premium license can share reports, and dashboards with anyone.

Right ?
