.pbix download option not showing to a Power BI Service report shared with users w/ edit options

Hi,

I published a report to a premium capacity workspace. And, added users to access the published report directly using share option button that appears on the online Power BI service report with all the options enabled, when I was adding users to access the published report. 

 

The problem is that they are not able to see the option "Download .pbix file" on that online report. I realized that these users don't have Power BI Pro license provisioned yet! Could that be a problem?

Potentially, does the report have RLS?

Hi @khushboo_vallen 

When you publish content in Premium capacity workspace, users in your same organization can open that content, and they do not need to have a Pro license.  They just need to be part of the same tenant. 

 

Did you share with users in your same organization?
Did you share the content as an app?

Did you give the users permission to edit?

 

Here is some troubleshooting you could try:

Considerations and troubleshooting

There are a few important considerations and limitations associated with downloading a .pbix file from the Power BI service.

  • To download the file, you must have edit access to the report.
  • The report must have been created by using Power BI Desktop and published to the Power BI service, or the .pbix file must have been uploaded to the Power BI service.
  • Reports must be published or updated after November 23, 2016. Reports published earlier aren't downloadable.
  • This feature won't work with reports and content packs originally created in the Power BI service.
  • Always use the latest version of Power BI Desktop when you open downloaded files. Downloaded .pbix files might not open in non-current versions of Power BI Desktop.
  • If your administrator has turned off the ability to download data, this feature won't be visible in the Power BI service.
  • Datasets with incremental refresh can't be downloaded to a .pbix file.
  • If you create a Power BI report based on a dataset in one workspace and publish to a different workspace, you and your users won’t be able to download it. The download feature is currently not supported in this scenario.

It's not a problem.

1# The only option is to disable "Export data" option under Admin Portal. Turning off this option will prevent the whole organization from Exporting data to Excel/CSV , as well as Downloading PBIX file.

2# It is not possible for RLS users to edit report in Power BI Service or in Power BI Desktop.

3# Check the document about considerations-and-troubleshooting of export to pbix feature.

Thank you guys for your quick response. Unfortunately, I am not the admin and the Power BI implementation is managed by our parent company, so I will reach out to them.

 

But, here are a few updates till now:

  • The users who have Pro license were able to see the download .pbix file option on the published report
  • I built that report using already published Power BI data set.
  • The question is we don't expect all our users to have Pro license as they are not going to be publishing any report but would certainly be consuming. They are business users such as executives and all. So how could we let them download the .pbix published report on our premium capacity workspace?
  • Access: these users were added to the workspace, and have been given higher level access to consume report, including edit option but were still not able to see the "Download .pbix file" 
  • Interim fix, one of the users signed up to Pro license as trial for 60 days, and immediately he was able to see the download .pbix file option!
  • I didn't enable the Row Level Security to my published report

 

In the meanwhile, I will check within my org Power BI support team to understand on the RLS topic.

I am not sure on RLS part?? What does that mean?

Hmm, that is certainly odd. I would not anticipate that is a purposeful exclusion for free users view reports in Premium workspaces.

 

You could check the Issues forum here:

https://community.powerbi.com/t5/Issues/idb-p/Issues

And if it is not there, then you could post it.

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
