We would like to know which resource configuration (CPU and memory) is allowed to "the default tenant capacity" (the non- premium capacity) ?
For Premium P1 capacity, we have 8 vcores (4 front-end and 4 back-end) and 25 GB of RAM, but what is offered please for non-premium capacity ?
We would like to know constraints on dataset refreshes & analysis performance ? Memory & CPU
But unlike premium which offers metrics (possibilities by sku P1 , P2 .... & consumption monitoring) nothing is visible for the capacity of the default tenant (non- premium)
Is there a maximum number of datasets to place on a non-premium capacity ?
Or a maximum number of PRO users who can interact with this setup ?

I would further add that you can have a lot of users using a single dataset, because the memory is cached when users are interacting with the dataset.
Currently you are limited to the 1GB size of the PBIX for Power BI Pro and there is no other documentation on how to know how much CPU is being used

I have not seen any documentation or details on Shared Capacity. All that I do know it is limited by the size of the PBIX file.

Is it some information , how Shared capacity offer memory & cpu to refreshes & dax query
Is it kind of throttling & memory & wait issues with the shared capacity ?
Or notions of autoscale like Gen 2 ;>) ?

Pro license has its limitations and uses shared capacity as mentioned in other responses. However you could consider using Premium per User license which is just 20$ and provides a host of capabilities that are included only in Premium per caapcity licensing. The staorage increases o 100 TB and also dataset size much higher than pro!
It also permits paginated reports . only thing is all users accessing these would need PPU license.

The data of ordinary users will be stored in the shared capacity.

Hope you are doing well
Please refer to the online document. The workspace allows only maximum of 200 datasets to be published with in it. This limit of 200 includes the combination of datasets and reports together. Also there are some workarounds.
- Flush out the unwanted/unused dataset from the workspace.
- Create another workspace and use it particularly for large datasets.
- You can also use the Get Data method to import local files into Power BI Service by keeping the PBIX files into OneDrive or any local folder or any other Power BI supportable data source locations.
