no "edit" button in PowerBI report even the user is "member" of the workspace

Hello! I need help on this issue!

We have 2 workspaces, one is for dataset and the other one is for report. In the workspace with reports, the users have the permission as "member" because we need to allow them to edit the report. But in the workspace with dataset, we grant the users permission of "read, reshare" to the related dataset. However the users found when they open report they can not find the "edit" button. Is it because they only have "read, reshare" permission on the related dataset? why does it happen and how could we change it? we don't allow them to make changes on the dataset.

With a test user what happens if you give build permissions on the dataset? Suspect they'll then be able to edit the report.

No build just lets you build/edit reports on top of it.

To edit a dataset you need to have sufficient workspace privaledges.
