licenses for shared report with dataset larger than 1 GB

We have a case where the user has a dataset larger than 1GB and wants to share reports internally with other organization users.

I understand that report owner needs Power BI Premium per user license.

Question: what kind of licenses are needed for other users who want to access report? is it enough to have Power BI Pro or they also need Power BI Premium per user license, because the dataset is larger than 1GB.

As highlighted in the above screenshot, the end user who is trying to access the content must have PPU License.

What matters is not the size of the file, but where the content resides. If the content is inside a Premium Capacity, then the users who access the report do not need a Pro or PPU license, having a free license is enough for them to access the report. 

If it's not in a Premium capacity, then the recipients must have Pro or PPU.

our content is not in Premium per capacity.

the question is: if owner of datase has PPU license (because of >1GB dataset), then can other users access shared report with Pro license?

 

Please note, that owners dataset is > 1GB.
