I do have one additional column (Format(Date),""mm-yyyy"). i just need to show latest date(2/8/21) as 2-Aug as Title on matrix or Stacked column chart.

Hi. In order to change a title dynamically you can go under formatting options in a visualization. The title might have a small button next to the text like "fx". That one will let you configure a function like conditional formating. You can use a DAX Measure like:
Matrix Dynamic Title =
CONCATENATE(
"Matrix until: ", FORMAT ( MAX (Tabla[Date]), "d-MMM-YYYY")
)
Once you have the measure just add it in the fx menu formatting by "field value" and selecting the measure.
