let say we have 3 company at separate country and all the country are using different email. As example:
country 1: user1@abc.com.my
country 2: user2@abc.eu
country 3: user3@abc.de
so all this user is consider as 1 organization or different organization?

In my opinion, you can not identify if they are from the same organization through their email name. Because the email name is according to their domain, and the domain is contained in the organization in Power BI. I suggest you to go to the Azure portal to find if your organization exists the domain name you mentioned. In Azure portal, you can also search the user name to ensure if it’s within your organization, like this:
