i see b2b guest users limitations in below portal . can i assume that even if b2b users have license also they cannot access workspaces . The license just helps them for the content view via apps . is my understanding correct ?

External B2B guests are limited to consumption of content only. External B2B guests can view apps, dashboards, reports, export data and create email subscriptions for dashboards and reports. They can't access workspaces or publish their own content.

Until now, i have tested with several organizational accounts.
all show:
after inviting the external user in my organization, I can add this external user in my app workspace.
But The external user can’t see this app workspace on their side.
even the behavior looks a bit strange, I suggest you follow the article's guide.
Although, i have asked PG, If i get any information, i will tell you.

@v-juanli-msft : It may be related to license issue ?. Whether external user as pro license did he able to access?.

Yes, your understanding is right.
If b2b users who have licenses are out of your organization, you can't add them as members of your app workplace.

As tested, after inviting the external user to my organization, i can add the external user's email in my app workspace as a member, but the user can't find my app workspace on their side.
i will ask PG whether it is by default or an issue.
