The message is there for a reason - your capacity administrator needs to check the load on the capacities and move offending workspaces as needed.
What is aggravating is that this message is shown to end users that may not even be the ones causing the throttling (and they have no way of doing anything about it either). They just happen to sit on the same capacity as the offender. Plus, the messsage won't go away until the user dismisses it. Poor UX, indeed.
