One of our users is trying to sign in to the power bi service but gets the message. (They are trying to access a dashboard that has been shared with them).
"Your IT department has turned off signup for microsoft power bi. Contact them to complete sign up."
What do we need to do to allow the to sign in ?

It looks like you need to assign them a Power BI licence. When content is shared with a user they need a licence to view it. By default, if they don't have a licence the system offers a "trial" licence for 60 days. However the local Power BI administrator can turn off this offer, which results in this message. This implies you have an IT department who are activly managing who has Power BI licences, go and ask them.

This issue was for a user who was using the NHS Email portal (shared instance of M365 for the UK NHS).
for this instance, signing in to Power bi service is blocked by default. Polices can be defined in the NHS mail portal (and users added to these) to allow access.
