You cannot subscribe free users or groups from a Non Premium workspace

I am trying to subscribe a collegue to a Power BI report and I get the following error message:

 

You cannot subscribe free users or groups from a Non Premium workspace

 

What does this mean and what needs to be done to resolve this issue? We both have the same Power BI E5 license so I am confused by why I get this error message when I try to subscribe him.

Hi @Anonymous,

 

From this article, you can see:

 

If the report or dashboard is not hosted in Premium capacity, you can still subscribe others using their individual email addresses, but they too must have Power BI Pro licenses.

 

In your scenario, you need to assign the app workspace with Power BI premium capacity. According to the article:

EM nodes can be used for embedded deployments only. EM nodes do not have access to premium capabilities, such as sharing apps to users that don't have a Power BI Pro license.

 

So if you assign the EM node for the app workspace, the subscribe user also requires Pro license.

This has been resolved.  The users I was not able to subscribe had never logged into Power Bi service before, so after they logged in, I was able to subscribe them.

From this article, you can see:
