Workspaces not showing in Teams

I am trying to create a tab in a team to embed a power bi report.  I click to add a new tab in teams and choose Power Bi.  It then says choose the workspace to get the report from.  The workspace is missing...in fact only three workspaces show up out of the many I have in power bi.  And not all the teams have a workspace in POwer BI so I am confused.

So I created a report in power bi and published it a workspace in power bi.  When I go to find the report to embed in teams that workspace is not in my dropdown of workspaces to choose from.

Can you confirm that your App Workspaces are using the Upgraded V2 or Modern App Workspaces?

As far as I know they need to be the V2/Modern App Workspaces to view them in Microsoft Teams.
