I tried manual refresh and it took about 6 seconds. However, scheduled refresh took almost 15 minutes. Also, I job started 3 minutes late than the scheduled time. I scheduled the refresh at 10:00:00. What might be causing this?

@tvaishnav A scheduled refresh does not garauntee that the refresh will execute at the exact time you set, it is shared capacity, so depending on your "neighbors" on the servers the time could be delayed a bit. I don't know if there are different execution paths between Manual vs. scheduled - it could be that a manual refresh takes priority because there is a user behind the button waiting vs. scheduled may get queued up behind other processes.
