It seems the Windows PowerBI app opens reports from the Office 365 PowerBI sites where as the iOS app opens the dashboards/reports from app.powerbi.com. (I haven't checked the behaviour of the Android app).
Do you know is this by design? It is quite confusing as one and the same user accesses different reports depending on the mobile device he is currently with. Do you know how to make the Windows app open the same reports as the iOS one?

Just follow the yellow brick road! Despite the confusing aspect of there being multiple versions of Power BI, while both exist, I've seen good consistency with the new "Power BI 2.0" using the same yellow/black theme everywhere.

Well... I have somehow missed that there are 2 apps for Windows - Power BI and Microsoft Power BI. The first one shows Office 365 Power BI reports, the second - the ones from the app.powerbi.com (don't know how to call them).
