I got one of the sample datasets from Power BI Service, but it won't let me download it to a .pbix file. Any ideas why? This is also the case when I try to download my own reports which I uploaded in the first place.

AFAIK, current you can't download report file which you created online. It only works for pbix reports which you publish to power bi service with publish feature.
In addition, if your organization turn off export data option, you also can't down and export data from service.
If that is a case, you can contact to your tenant admin for this.
