According to the Documentation about Multi-Geo Support for PBI Premium, setting a specific region for a Premium Capacity is possible.
In the Screen-shot from the documentation, only two regions are shown:
It is possible to select only regions in the same Geo?
Or can we select any region in any Geo?
The tenant is in Europe, but we have to create a Capacity in US East for legal reasons.
Is this possible?

I don't think that is possible. A geo (geography) can contain more than one region. We can only select regions in the same geography.

We completed the Premium Setup on Friday.
We were able to select any region worldwide when we opened the list of Regions for a new Capacity.
Even though the Tenant is in West Europe.
It looks like that we've got an update in possibilities in this regard.
