We are now setting up a PowerBI organization across three countries. The idea is that we have two BI developers who creates datasets based on the new datamart functionallity. All other users are only viewing (not editing) reports shared by the two BI developers either in PowerBI or accesing the dataset in Excel.
We need PowerBI premium for the two BI developers, but what licens do our "viewers" (approx. 100 people) needs?

Analyzing Power BI data in Excel requires that the dataset be in a Power BI Premium workspace (for free users) or that you have a Power BI Pro or Premium Per User (PPU) license.
Hi @KasperJ90 , You only require premium if you are going to use the functionality that comes with premium.
For only 100 users Premium Capacity is going to be expensive compared to Premium Per User.
But you do have to options:
1. Premium Per User - All users will require a PPU license to access to view the content published.
2. Premium Capacity - Your developers require a Pro license to publish to a Premium Capacity workspace. The viewers do not require any license when accessing content published to a Premium capacity workspace.

Okay so we do need all viewers to have a premium license even though they are only viewing reports/accessing datasets generated by BI developers with a premium licenses? I was hoping we only needed premium license for the BI developers to generate the dataset and reports and then all the 100 viewers did not need a license or only needed a pro licens.
Hi @KasperJ90 Yes, for premium per user all users will require a license to view the content.
It is only with Premium Capacity where free users can view the content.
