What happens when a PowerBI workspace publisher is terminated?

I have yet to find a clear answer to this question.  I have a PowerBI Pro developer who has created a workspace and content that resides in the PowerBI Premium capacity.  He may also have some unpublished content.  If the employee is terminated (either voluntarily or involutarily), what happens to the content?  Can ownership of the Premium workspace and content be reassigned to another user (and how)?
