What happens when I - Move user from Pro to free and back to Pro (urgent)

We have a list of over 500 users who have not used the tool fro over 6 months. I am trying to free those licenses.

There is a posibelity of some users coming back and asking for Pro license.

Question: what would happen to the user profile (Published dashboards and workspace etc) when i move a user from Pro to Free and back to Pro. I am trying to list possible loss here.

I would be revoking the licenses soon so if someone from Microsoft respond that will be great.
