Web Service Header is Shifting for Multiple Users

We have multiple users in our service that are seeing app pages like the below, which has always been this way and is what we would expect:

And then we are seeing other users where you can see the search bar is shifted to the middle and we lose our logo and link to home:

Please let us know if this is something that you are aware of or if there is something we are missing here?
