View Access to Workspace does not give users ability to see datasets or dataflows or date refreshed

View Access to Workspace does not give users ability to see datasets or dataflows or date refreshed from within Power Bi.  Within desktop you are able to view datasets however which is why I find it strange we cannot see it from PowerBi service.  Please help. i think it's a bug.  Ideally those with "view" access should be able to see the datasets and create new reports with datasets but not be able to delete or edit them.  Also being able to see metadata - like when the dataset was refreshed is important

This is because that you give the viewer role for this user in the appworkspace,

and when you share the report or APP, you give the access to the dataset, so they could see the dataset in power bi desktop.
