We have the New Look on using Microsoft Edge ... We are trying to allow users to kick off an onDemand Refresh ... but the standard icon it not doing anything ... Should this kick off a Dataset OnDemand Refresh .... or am I missing something with the functionality. we are on the following version: Service version13.0.14788.76 / Client version2011.3.03863-train...
I do not really want to use a PowerFlow with a button for the User ...

I'm affraid viewers don't have the access to refresh the dataset.

There are many refresh icons on Power BI Service. If you want to refresh dataset, you could click '...' on the right side of dataset and click 'refresh now' as below.
Or you could click the refresh icon below.
And you will need to manage Gateway if you want to refresh on-premised datasource.
If the icon doesn't work only in Microsoft Edge, you could post the Issues forum here:

Those work I was trying to let the users use the Icon below ... But it does not tend to do anything ... Tried in Edge and Firefox ... the other options work... This Report when they click on one of the columns it is a hyperlink which causes the records to disappear from the visual .... So the Users wanted to refresh the report ... they are only Viewers in the workspace ... for RLS to work ... My workaround was to move to a Prem Space and use Power Automate to kick off the Refresh every x minutes ... They are accepting it for now ... I do not like the solution ...
